Invitation to Register for Pre-Qualification

KUFPEC Indonesia (Anambas) B.V. ("COMPANY") a Gross Split Production Sharing Contract's Contractor of Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi ("SKKMIGAS") as an Operator of Anambas Block, Offshore Natuna Sea, invites potential service Contractors ("PARTICIPANT") to participate in the Pre-Qualification ('PQ") process with the following details:

1 Bid Number : KINDAO/KIABV/REC/OPD/2026/005.

2 Bid Title : PROVISION OF OFFSHORE DRILLING RIG INSPECTION SERVICES.

3 Contract Period : 48 (forty eight) months.

4 Scope of Work : COMPANY requires an experienced CONTRACTOR to perform drilling rig inspection services to inspect the COMPANY’s tendered rigs and provide a comprehensive assessment of the rig operability, equipment condition and compliance with the applicable International mandatory requirements. The scope of works briefly includes the following:

1. Rig Selection Survey

Conduct visual condition surveys of shortlisted rigs during the technical bid evaluation process to support the rig evaluation and selection process. The survey shall verify and confirm the Bidder’s technical submissions against the actual rig conditions observed onsite.

2. Rig Acceptance Survey

Perform a comprehensive inspection of the rig condition, including all critical equipment components and installations that may potentially cause operational downtime due to mechanical failure. The survey shall also include an in-depth assessment of the rig maintenance system and compliance with applicable mandatory international and recognized industry standards, in order to confirm the rig readiness for mobilization and commencement of drilling operations upon contract award.

The services will support the offshore development drilling planning and operations in the Anambas Block, on call out basis.

5 Type of Procurement : Services.

6 Business Qualification : Medium/Large Business.

7 Business Classification : Drilling Services – Aktivitas Penunjang Pertambangan Minyak dan Gas Alam (KBLI: 09100) or Jasa Pengujian Teknis (KBLI: 71204)

8 HSE Risk Assessment : High Risk.

9 Minimum Local Content : 35%.

Interested PARTICIPANT which can meet the qualifications, experiences and classifications as above are invited to register and participate in the PQ process as detailed below:

1 PQ Registration Period : 24 – 29 June 2026 at 08:00 – 15:00 hours (WIB).

2 Document Required to be Submitted for PQ Registration :

1. Valid SPDA (Sertifikat Pengganti Dokumen Admin).

2. Valid business license (NIB/SIUP and other applicable licenses) which shows that PARTICIPANT has a valid license in accordance with the required business classification or Scope of Work (preferably having license in providing offshore drilling rig inspection).

3. Statement letter confirming PARTICIPANT intentions to participate in this PQ process including contact information of the Person in Charge, signed by PARTICIPANT’s authorized personnel.

4. Statement letter confirming that PARTICIPANT will be able to meet the minimum Local Content of 35% signed by PARTICIPANT authorized personnel.

3 PQ Document Distribution Period : 29 June 2026 at 15:00 hours (WIB).

PQ Document (including CHSSEMS Questionnaire) will be distributed through e-mail.

4 PQ Submission Date : 3 July 2026 at 15:00 hours (WIB).

PQ Proposals shall be submitted in soft copies via email to idn- procurementcommittee@kufpec.com by the due date above.

Only Registered PARTICIPANTs that submit complete and compliant PQ Proposals and successfully pass the overall PQ evaluations will be eligible to be invited to the Bidding Process.
